For car rental and fleet operators
Rental fleet fraud: cars that are re-titled, cloned or exported
Organized rings rent cars with stolen or fake identities and never bring them back. The cars are resold with new titles, given another car’s VIN (VIN cloning) or shipped overseas, and that paperwork can move before anyone files a stolen report.

The short answer
What happens to rental cars that are never returned?
In recent federal and state cases, rings rented cars with stolen or fake identities, then resold them, switched their VINs, or sold them to buyers who shipped them overseas. An overdue rental is a late return before it is a theft, so a car’s title and export paperwork can change days before anyone reports it stolen.

01 · The threat
How do organized rings steal rental cars?
They rent them. Rings use stolen identities, fake driver’s licenses and stolen or counterfeit cards to take cars at the counter, often at airports, and never return them. In recent federal cases, recruits picked up the cars, the ring moved them across state lines, and the cars were sold, some to buyers who shipped them overseas.
U.S. Customs and Border Protection (CBP) says auto theft “is not just a local crime” and names rental companies among its victims.
19 cars, 23 stolen identities
Recruits flew to airports in Florida, Georgia, North Carolina and elsewhere, using fake licenses and counterfeit cards to take 19 luxury rentals worth $1.17 million. The organizer got 90 months in 2025.
Rented, moved, sold for export
An Ohio man pleaded guilty in 2026 to stealing more than 20 rental cars with fake licenses and real ones used without their owners’ knowledge. Buyers exported the cars overseas.
VINs switched after the lot
In 2025, Florida agents arrested suspects accused of driving high-end rentals out of airport lots and switching their VINs to sell them. The state Attorney General said the group stole upward of 80 cars.
Question for your team
Of last year’s non-returns, how many were organized, and how would we know?

02 · Where the car goes
What happens to a stolen rental car’s title and VIN?
They change, so the car can be sold or shipped. Title washing gets a new, clean-looking title issued to someone who does not own the car. VIN cloning puts another car’s vehicle identification number (VIN) on a stolen one. Both make the paperwork look legitimate to a buyer, a state title office or U.S. Customs.
In 2023, California prosecutors charged a man who allegedly paid for one-week rentals of luxury cars, kept them, and used forged or “washed” titles to show a change of ownership. The cars turned up at dealerships around the country. When the owners reported them stolen, they were told the cars were no longer in their name.

A copied VIN can leave without the car
A real VIN is copied from a car on a lot. It goes on a similar car shipped overseas, so the paperwork clears. The real car stays here, carrying an export record.
Question for your team
If one of our VINs turned up on an export filing tomorrow, who here would know?

03 · Why it is found late
Why do rental companies find out so late?
Because an overdue rental is a contract problem before it is a theft. Demand letters, notice periods and tracking rules add days before a stolen report. Meanwhile, title, export and impound records sit with state title offices, U.S. Customs and tow yards, outside rental and telematics systems. By the time the car is reported, its paperwork may have moved.
- Florida: failing to return a car within 5 days of receiving a written demand, sent by certified mail or tracked courier, is evidence of refusal to return. A company that meets the law’s requirements may then report the car stolen.
- California: a rental company generally cannot switch on tracking for an overdue car until 24 hours after the return date, with 24 hours’ notice to the renter.
- Telematics shows where a car is. It does not show a new title in another state, an export filing or an impound record.
Caught early, a new title can be challenged
An owner that spots a new title early can contest it as fraud before the car is resold or shipped. One that learns at recovery is often chasing a car already gone.
Question for your team
Between the return date and a stolen report, who is watching the car’s title?
Sources: Florida Statutes, Section 812.155, Hiring, leasing, or obtaining personal property or equipment with the intent to defraud; California Civil Code, Section 1939.23, as amended by AB 2741 (Chapter 970, Statutes of 2024); dark panel, VINify field experience.
04 · Impound cost
What does an impounded rental car cost a fleet?
Days of storage, lost rental revenue, and sometimes the car. An impound is a tow to a storage lot, ordered by police or a property owner. The notice goes by mail to the registered owner: the rental company, not the renter. Until that letter arrives and someone acts, the car earns nothing while fees build.

Question for your team
How do we learn that a fleet car has been impounded: a call, a letter, or the renter?
Sources: Texas Occupations Code, Section 2303.151, Notice to vehicle owner or lienholder; Texas Department of Licensing and Regulation, VSF fees and other charges (2023 biennial adjustment); Texas Transportation Code, Section 683.012, Taking abandoned motor vehicle into custody: notice.
Federally authorized title monitoring
How VINify watches the fleet after the car leaves the lot
VINify monitors the title on every vehicle in your fleet across state lines, every 48 hours. We flag fraud signals (new titles in other states, illegal export and impound activity), and our team tells you what to do next.
Others pull a one-time title report. VINify keeps monitoring, every 48 hours.
VINify can’t eliminate fraud. It makes fraud hard enough that it stops being worth it.
Start with 100 VINs
Send up to 100 VINs. We check for new titles in other states, illegal export and impound activity, then deliver a fleet risk assessment, at no cost to qualified companies. We review every request before we start.
A new title on a car out on rent
A title issued in another state on a car that is out on rent or overdue is a sign someone is selling it. Flagged early, it can be contested before the car is resold.
Export activity on a fleet VIN
Illegal export activity on one of your VINs points to a car headed for a port, or to a copy of its VIN on one that is.
An impound record before the letter
An impound record on a car out on rent tells recovery where it is, so the team can act before storage fees and notice clocks run.
A next step with every flag
Our team tells you what to do next, so loss prevention and asset recovery act on the same facts.
Questions worth asking
What should car rental and fleet teams ask about vehicle risk?
The answers often sit between teams, so these are worth asking together.
- 1When a rental goes overdue, how many days pass before we report it stolen, and what can happen to its title in that time?
- 2If one of our cars were titled in another state while out on rent, would anyone here know?
- 3If a copy of one of our VINs left the country on another car, would we ever find out?
- 4How do we learn today that a fleet car has been impounded: a call, a letter, or the renter?
- 5Who owns an overdue car between the branch, loss prevention and asset recovery, and who is watching its title?
- 6Of last year’s non-returns, how many were later found re-titled, exported or impounded, and how many never surfaced?
- 7When we sell a car at the end of its fleet life, do we know whether its VIN carries a title or export record we did not create?

Frequently asked questions
What is title washing on a rental car?
Title washing is getting a new, clean-looking title on a vehicle for someone who does not own it, usually with forged or altered documents. On a rental car, it lets a thief sell the car to a dealer or private buyer with papers that look legitimate, and the company may not learn of it until it reports the car stolen.
Can a stolen rental car be exported from the United States?
Not legally. U.S. Customs requires the original certificate of title, with documents due at least 72 hours before a vessel export, and officers check VINs against stolen vehicle reports. Rings get around this with forged titles, copied VINs or containers whose paperwork does not match what is inside. CBP recovered 1,251 stolen vehicles from exports nationwide in fiscal 2025.
Why isn’t GPS tracking enough to protect a rental fleet?
Tracking shows where a car is. It does not show a new title in another state, an export filing or an impound record, and the law can limit when it is used. In California, a rental company generally cannot switch on tracking for an overdue car until 24 hours after the return date, and must notify the renter 24 hours before it does.
How does VINify work for rental and fleet companies?
VINify monitors the title on every vehicle in your fleet across state lines, every 48 hours. We flag fraud signals (new titles in other states, illegal export and impound activity), and our team tells you what to do next. Others pull a one-time title report. VINify keeps monitoring, every 48 hours. See how it works.
What does the 100-VIN audit include?
Send up to 100 VINs. We check for new titles in other states, illegal export and impound activity, then deliver a fleet risk assessment, at no cost to qualified companies. We review every request before we start. A 90-day paid pilot is one option we can decide on together after the audit. Request a 100-VIN audit or talk to us about a pilot.
